[B] Scope of Service:

(1) Vendor needs to provide human resources, diversity and equity consultant services for organizational strategy and development services, organizational alignment services, and workforce management services, as well as establish an on-call component for additional services on an as needed basis to the government authority located in New Britain, CT.
- Gather data related to the current environment and climate, including but not limited to: reviewing applicable task force reports, audits, and other internal and external environment to develop understanding of issues that have been raised.
- Compare existing processes and procedures to best practices, national models, including where possible benchmarks, statistics and acceptable time frames. For example, review best practice time frame and duration for core responsibilities at key milestones of each function and activity (i.e. open case to closed case), include method of tracking and reporting on status of function and activity.
- Develop procedures which rely on data that would help in deployment of resources and training requirements that address shortcomings as they pertain to work environments.
- Review current processes and identify opportunities that address the collection of information and data including centralized data that facilitates assessment of trends, identification of issues and ease of retrieval to provide for optimal decision making.
- Propose benchmarks and performance measures to monitor and track progress towards desired outcomes.
- Identify required training and prioritize other non-required training which will move the university forward.
- Examine existing training for effectiveness and propose changes, as needed. Consider opportunities to provide tools, such as scripts, to mitigate risk of mishandling of complaints.
- Provide a list of the staffing services which are provided on an interim basis, including applicable hourly rates by title and any other costs for the performance of interim services.
