[B] Scope of Service:

(1) Vendor needs to provide peer-to-peer intervention using internet-based digital media applications and outreach service.
- Development and use of a structured evidence-based approach to assist individuals with logistical or perceived barriers to services.
- Coordinate formative evaluation activities in collaboration with the academic and evaluation consultants, and other community prevention providers. Using feedback from qualitative focus groups with HIV positive and negative MSM, existing navigators, and existing patients.
- Develop a peer recruitment plan based on formative evaluation activities.
- Develop a training plan for recruited peers that will be responsible for outreach activities.
- Develop a semi-structured, live-chat intervention to be delivered through gay social network and other social media platforms.
- Develop tailored communication strategies and scripts relevant to participants at each motivational stage that will be developed for the intervention using motivational interviewing (MI) techniques such as decisional balance exercises. MI-based approaches are well suited for providing information individually tailored to each client’s self-identified motivations for change. Fostering self- motivation for use may also be an important foundational exercise to prepare participants for successful PrEP
adherence.
- Develop protocols and procedures for the following
o Navigator recruitment plan
o Outreach Strategy
o Navigator related trainings (i.e., curriculum development for navigator that includes intervention outline, core elements, and intervention activities)
o Peer-to-peer intervention trainings (i.e., curriculum development for peer outreach worker that includes intervention outline, core elements, and intervention activities
- Develop a list of applications, websites, venues, etc. that will be used for recruitment and engagement.
- Identify the ideal internet-based digital media applications to implement the intervention through.
- Develop a digital mechanism to track outreach, recruitment, referrals and linkages.
(2) All questions must be submitted no later than April 22, 2019.
(3) A letter of intent will be due on April 22, 2019.
(4) Contract term will be three years.
