[B] Scope of Service:

Vendor needs to provide third party administration services of IRS Section 125 cafeteria plan.
- Cafeteria Plan (125) to work directly with the district staff to design and / or maintain a cafeteria plan, plan documents and summary plan descriptions, decide to meet all legal requirements of IRC Section 125, educate HCISD employees on concept and the value of cafeteria plan, health savings account, flexible savings account, and dependent care reimbursement. district prefers a one to one online open enrollment meeting at every district location, be responsible for enrollment of all qualifying employees in all benefit areas during open enrollment,
mid- year enrolments and life event change enrollment, provide eligibility updates to carriers not less than one time per week, be capable of tracking/reporting on employees’ enrollment status during open enrollment on a daily basis, provide for integration of vendor provided software with district’s financial software (power schoolefinanceplus) and various insurance vendor carrier software at no cost to the district.
- Provide aca reporting for medical (6055/6056 and 1094/1095C) for both active and COBRA participants to include reporting and compliance needs, form generation and mail including electronic mail capabilities, Must have Flexible Spending Arrangement (F.S.A.) and Health Saving Arrangement (H.S.A.) capabilities, Must assure full compliance with the Health Insurance Portability and Accountability Act (HIPPA) rules and regulations, employer and employee annual reports, assistance and claims service at times of medical emergency, information and assistance in compliance of form 5500, employee information services and answers to all employee questions pertaining to plan of claims, prepare draft copies of model plan documents for legal counsel review and approval, assist district administration with resolution of employee problems as they arise, file tax paperwork with the internal revenue service as required, enroll and in-service new employees on a monthly basis or as needed, assume responsibility for all needed forms and documents for enrollment process, assume responsibility for compliance with all applicable state and federal statutes and regulations and provide up-to-date information to employees.
