[B] Scope of Service:

(1) Vendor needs to provide behaviour change marketing campaign services to improve stormwater quality through public education, public participation, and engagement.
- Creating the Behaviour Change Marketing Campaign hall develop a creative, compelling, strategic, measurable, behaviour change marketing campaign specific to the target audiences, including addressing common pollutants of concern of the San Diego Regional Phase I MS4 permit copromotes, review the current website and suggest the best approach to creating an engaging online presence for the campaign, which should include an interactive website suitable for multiple platforms (desktop, mobile, etc.) with a child friendly portion, the campaign shall include creation of accessible and downloadable tools and outreach materials to promote the campaign to the target audience.
- Master Messaging Document shall be a living document, editable by all copromotes and include key messages for multiple topics, supporting messages for multiple topics, backup facts with sources, resources, campaign calendar with recommended timing for messaging or method
implementation, standard description language for video content, social media posts (language, graphics, hashtags, and links), promotional items, outreach methods, potential outreach events involving some form of public participation and involvement, strategic alliances and partnerships, description of messaging tone, media planning and placement to maximize the efficiency and effectiveness of budgets, standard operating protocol for monitoring social media comments on
campaign posts.
- Outreach methods may include but not be limited to live events,1 geofencing, pay-per-click
advertising, direct marketing, e-blasts, environmental or experiential advertising, media relations, partnership development, digital marketing, print materials, and online content, Contractor shall develop a polished visual presence for the campaign, including providing artistic and graphic design services in development of creative content. Creative content to be developed may include, but is not limited to, print (calendars, banners, colouring books, etc.), graphic design, photography, videography, ad scripts, video and audio public service announcements (PSAs) for multiple mass media platforms (television, radio, internet, social media, mobile device, and outdoor signage), digital media (website, social media platforms, blog, etc.), and other campaign collateral. Contractor is expected to annually create a minimum of one video message at 60-, 30-, and 15-second lengths. Contractor may also develop billboards, bus shelter ads, or transit wraps, or suggest other creative
advertising.
- Campaign presence on identified social media platforms, which may include Facebook, Instagram, YouTube, LinkedIn, and Twitter.
- Contractor shall be responsible for managing and possibly conducting press outreach, which may include updating campaign website content, writing blog entries, sending eblasts, performing environmental or experiential advertising, developing partnerships, securing advertising time for PSAs or other mass media advertisements, and representing the campaign at live events.
(2) A pre-proposal conference will be held on June 25, 2019.
(3) All question must be submitted no later than July 05, 2019.
