[B] Scope of Service:

(1) Vendor needs to provide employee benefits plans consultant services to Research, advise, and counsel the District or their designee in all matters related to employee benefits, including, but not limited to, medical, dental, vision, life, critical illness, legal, individual stop loss, wellness, cafeteria 125 plans, medicare programs, -term disability insurance programs for active employees and dependents, following each policy anniversary of the present program, consultant will provide an annual report to the district, which short analyses claims experience, benefits paid, costs, dividends, rate credits, renewal premium rates and other important facets of the program, make recommendations regarding various benefits and insurance plans, insurance carriers, health maintenance organizations, administrators, changes, modifications and/or benefit enhancements in order to develop cost-saving alternative benefit strategies and plans, review claims experience, comment on any unusual trends and analyse legitimacy of insurance carriers’ renewal costs, establish a strategy, both annually and three to five years in the future, to develop long-term employee benefit goals for the District.
- Review procedures for accounting and eligibility functions and assure compliance with federal, state and local regulations including providing related training and policy/procedure (i.e. annual HIPAA training, legislative updates, Section 125, Affordable Care Act, COBRA, FMLA regulations, employee and open enrollment communications), research and advise district staff on national, regional and local benefits healthcare and public sector trends and provide up-to-date information on policy and regulation changes, research, perform and evaluate self-funded and other types of insurance programs and develop appropriate recommendations, attend district meetings when requested to make presentations of items of interest to district employees and answer questions relative to the benefits and trends in the employee benefits area, recommend that district staff attend particular broker-sponsored seminars, benefit events and educational forums that would be beneficial to the district, develop and/or assist in developing and evaluating employee needs and satisfaction surveys, perform other related consultation services as needed or requested.
(2) All question must be submitted no later than July 23, 2019.
