[B] Scope of Service:

(1) Vendor needs to provide cultural broker and consultant services to the government authority located in Riverside, CA.
• GOALS OF CULTURAL BROKER and CONSULTANT SERVICES:
- Establish collaborations and partnerships with natural support systems within the target population.
- Act as a bridge between the RUHS-BH and the ethnic and cultural community by increasing understanding,     fostering partnerships, reducing stigma, and building trust.
- Increase the target population’s knowledge of behavioural health and services and reduce the related     stigma.
- Identify and address barriers due to linguistic and cultural differences, stigma and mistrust of the behavioural health system.
- Ensure that behavioural health awareness information reflects the culture of the community that is receiving the information.
- Identify key community leaders within the target population to promote behavioural health information and the use of Prevention and Early Intervention services.
- Improve the access, sensitivity, responsiveness and quality of behavioural health services that are extended to all levels of behavioural health challenges, ethnic and other specialized populations especially as it relates to the target population.
• DESCRIPTION OF SERVICES:
- Become informed about the mental health services act and the prevention and early intervention component in order to communicate to the identified community and answer questions so as to work towards the goals of increasing knowledge, reducing stigma, and increasing access to services.
- Gather information in order to establish priorities within the scope of services to develop an outreach and engagement program for targeting the identified community. identified plan shall be submitted to RUHS-BH cultural competency manager, and shall be reviewed and updated on an annual basis (see below) to reflect ongoing efforts to engage and serve the identified community.
- Develop annual and three-year plan updates for the identified community’s subcommittee report. report     updates should include activities and accomplishments of the subcommittee, for the identified community,     for the past fiscal year, as well as, specific goals and objectives for the upcoming fiscal year that would help to meet the goals of cultural brokerand consultant services. Report shall be sent to     the cultural competency manager for review.
- Lead the process of Stakeholder Development by clearly identifying leaders and partnerships within the identified community, to become part of the Subcommittee.
- Develop a resource inventory specific to the identified community, which includes providers, services especially as it relates to health and wellness across Riverside County.
- Identify cultural events, celebrations, and activities related to the identified community. Be able to link     identified cultural events, celebrations, and activities to meeting the behavioural health and wellness needs     of the identified community. Provide appropriate linkage and facilitate the brokerage process between     identified community and RUHS-BH.
- Propose recommendations from the above-mentioned tasks to RUHS-BH in order to assist the department with meeting goals of being accessible, sensitive and responsive to the needs of the identified community, including, but not limited to, recommending and organizing trainings that would assist the department in     meeting community needs.
