[B] Scope of Service:

- Vendor needs to provide resource family retention, recruitment and training services to the government authority located in UT.
• Recruitment Service Requirements:
- Specify the plans and methods to be utilized in each regional recruitment plan to meet the region's needs; and
- Ensure the regional recruitment plans are signed annually by the contractor and the agency region director or designee and a copy is provided to the agency region and the agency state office designee.
- Support the recruitment of foster parents by mentoring prospective foster parents through the training and foster parent licensing process;
- Contact each prospective foster parent once a month from the time they begin training until they receive licensure or discontinue the licensure process. Attempt at contact must be documented;
- Support prospective foster parents to help them understand the information they are receiving in the pre-service and in-service training by following up after training sessions, asking questions to gauge their understanding, and answering their questions
- Target specific types of Resource Families;
- Document types and number of activities completed by the contractor to recruit in specific zip codes and neighborhood;
- Document types and number of activities completed by the contractor to recruit families for siblings and specific age groups, especially in rural areas
- Maintain a website that is up to date and responsive to resource family needs and serves as a resource for current and prospective resource families in Utah. The contractor shall incorporate search engine optimization principles, and other website standards such as making the site user friendly, easy to navigate, and using fonts, color, and other design elements.
• Training Service Requirements:
- The specific types and number of pre-service and in-service training sessions to be provided in each agency region during the fiscal year. this will be determined by needs in each area of the region;
- A procedure for how the contractor shall provide an email notice to the agency region director or designee when a prospective or current resource family is registered for training, but does not attend;
- Any additional training goals as required by the agency region director or designee. the region will guide which training and how often it is needed in each area of their region. this may include the use of remote training
- Provide an online pre-service training course for all prospective foster parents and kinship caregivers. the curriculum must be evidenced-based or evidenced-informed, trauma-informed, and cover all ages.
- Provide a required classroom-based training for foster parents. kinship caregivers are encouraged to attend this training.
- Provide in-service classroom-based training for foster parents or kinship caregivers after licensure and annually thereafter as outlined in the agency regional training plan
-Ensure the in-service curriculum is consistent with national child welfare standards
• Retention Service Requirements:
- Every six months, meet with the agency region director or designee to ensure the regional retention plan still reflects the needs of the region. Changes in the regional retention plan must be made through an addendum to the regional retention plan. The contractor, the agency region director or designee, and the agency state office designee must approve the revisions and sign the addendum if both parties approve of the changes;
- Ensure the agency regional retention plans are signed annually by the contractor and the agency region director or designee. Agency reserves the right to perform plan checks, plan reviews, other reviews, and comment upon the services of the contractor and subcontractors. Such reviews do not waive the requirement of the contractor to meet all the terms and conditions of this contract
- Developing the agency regional retention plan, in order to address each agency region’s needs in the retention efforts of licensed foster parents;
- Educating foster parents on agency practice guidelines, as well as how to work with agency case workers;
- Supporting and assisting the foster parent through the re-licensing process by answering questions, addressing any concerns that arise, and helping foster parents know how to be in compliance with the requirements of the agency and office of licensing
- Assisting in recruiting licensed Resource Families to serve as facilitators for each support group. retention staff members will serve as facilitator if the support group does not have a facilitator identified;
- Assisting with acquiring resources requested by the resource families;
- Providing information and resources on foster and adoption-related training to resource families in the support
