[B] Scope of Service:

(1) Vendor needs to provide human trafficking public awareness campaign services,
- Increase the belief that human trafficking happens,
- Evoke an emotional connection to the topic that drives action,
- Increase knowledge about essential facts of all aspects of human trafficking,
- Ignite the confidence and/or moral obligation to do something about human trafficking,
- The Offeror will be responsible for creation of a dedicated campaign website which will serve several critical purposes for the campaign, it will serve as a resource center to guide the target audience to information about human trafficking, it will reinforce messaging and brand recognition for the campaign,
- The following elements for the campaign website will be part of this project:
- Obtain hosting platform and domain name,
- Develop site goals and objectives,
- Create wireframe,
- Content development: copywriting, design, review,
- Editing and approval,
- Programming and testing,
- The identification of necessary communications collateral will be a major component of this project,
- print ads, bus shelter posters, direct mail pieces, billboard posters, online banner ads, mobile ads, social media ads, give-a-ways, point-of-service flyers (i.e. gas station pumps; checkout stands), and bathroom posters. As part of this project the Offeror will be responsible for identifying which communication collateral will be the best to develop for this campaign,
- Video Production: Develop 3-5 video spots that are for urban and rural media markets that align with the approved concept, Video spots will be used for both TV spots as well as digital pre-roll, Video production will include (but not limited to) the following elements: scriptwriting, talent acquisition, props, sound design, editing, close captioning, and pre-/post-production.
- Media Buy for TV Spots and digital pre-roll: develop a strategic media plan based on video production elements. research media outlets and costs based on audience, the plans should take into consideration communication goals, audience, and budget, the offeror will be responsible for all media negotiations and purchasing, which will be based upon the development and approval of a media flowchart.
(2) All the questions must be submitted no later than November 19, 2019.
