[B] Scope of Service:

(1) Vendor needs to provide compensation study for non-faculty staff to the government authority located in Tempe, AZ.
- Review current Information Technology job classifications, confirm and recommend changes to the job structure (job series, job levels, etc.) using the consultant’s evaluation system; assign a salary range to each which reflects the results of the job classification evaluations, market survey and analysis of the internal relationships.
- Conduct a comprehensive compensation survey using not only job titles but duties and responsibilities based upon the classification specifications for all agency classified staff jobs.
- Establish appropriate benchmarking standards and conduct a market analysis of salaries and salary ranges for similar positions with comparable public and private sector organizations.
- Identify potential pay compression issues and provide potential solutions.
- Develop external competitive and internal equitable salary recommendations for each classification included in the study.
- Recommend and identify a consistent and competitive market position that agency can strive to maintain.
- Analyze and recommend changes to the present compensation structure to meet market analysis.
- Assist in the development of an implementation strategy for any updated salary ranges with the lowest financial impact and the greatest gain to positions that may fall outside of a designated range, including reviewing and recommending pay placement processes, evaluating the effect of initial and promotional pay placement on existing staff salaries.
- Present results and recommendations to executive leadership, employee groups, committees and/or the Governing Board.
- Be able to discuss and defend all changes to the survey, data, results and recommendations.
- Present all data and materials associated with this scope of work to the District.
