[B] Scope of Service:

(1) Vendor needs to provide public outreach and engagement plan includes the development and execution of a public outreach and engagement plan to implement changes in requirements for standard-issue Oregon driver licenses and ID cards as directed by HB 2015.
• Development of the Public Outreach Plan, including a messaging framework, outreach and engagement strategies and tactics, and target audiences; and
• Execution of the Public Outreach Plan, in conjunction with Agency staff, according to the messaging framework, strategies, and tactics established in the Outreach Plan.
• Define relevant publics (audiences) and identify current awareness and understanding of HB 2015, what changes it creates, and how those changes affect identified populations.
• Perform any necessary community outreach to determine the most effective methods of communicating with the relevant audiences.
• Develop measurable goals, strategies, tactics, and messaging designed to effectively inform the target audiences of the changes in the law.
• Develop a public outreach and engagement strategy with specific messaging, strategies, and tactics, as identified.
• Execute the Public Outreach Plan as detailed in the approved plan using the strategies and tactics identified.
• Complete evaluation of identified goals, messaging, strategies, and tactics to determine the effectiveness of the Public Outreach Plan.
(2) All the questions must be submitted no later than May 29, 2020
