Vendor needs to provide digital and innovation services to building world-class digital experiences that are intuitive, helpful, accessible, and consistent.
- Architecture and Development
The STATE has spent the last three years developing a custom enterprise Web Content Management System (WCMS) built on Drupal 8. The processes to stand up and patch sites are inefficient (i.e. manually patching every site) and costly (i.e. each site on its own VM). As the platform has scaled, we can no longer effectively manage such a high volume of sites on our current infrastructure and with our current development, site stand up, and patching processes. Vendor assistance is sought evaluate current state and recommend and implement an improved future state.
- Migrating Websites
To date, approximately 50 out of an estimated 160 state websites have migrated to the enterprise Drupal 8 platform. Sites vary drastically in size from a just a handful of pages to large sites with thousands of pages and documents, and advanced application integrations.
As part of the STATE Digital Services strategy, all websites will migrate to the common WCMS. As part of each migration, redundant and outdated website content is evaluated and eliminated. Vendor assistance is sought to accelerate this migration.
- Content Strategy and Page Templates
The enterprise WCMS addresses several technical aspects of the STATE online presence; however, it does not help improve the website content. Content is written in different styles, duplicated across websites, and laid out inconsistently. An enterprise content strategy will help provide high-quality, consistent interactions across STATE websites, and build a foundation for the STATE Digital Services team to move into “service design” in the future. Vendor assistance is sought to develop an enterprise content strategy.
- Modern, Consistent, Usable Design
The STATE has a high-level brand guide and style guide for print but does not have a style guide or design system (i.e. style guide + components + templates + code) to create consistent digital experiences across websites and applications. Any mature technology organization of this size has either a style guide or a complete design system. Creating these is key to not only branding and general UX, but accessibility compliance and reducing redundant development work. Vendor assistance is sought to create a statewide design system that will be used for website and application development.
- ND.gov Portal
In the fall of 2018, the STATE portal, was migrated to the enterprise WCMS as an initial phase of a larger rewrite. This uplift reduced technical debt by eliminated a custom WCMS, improved the site design, and incorporated content updates to present a strong image of the STATE. The STATE is commitment to ensuring the portal continues to meet changing user needs and preferences; therefore, vendor assistance is sought to conduct research on user needs, how the site content, information architecture, design, and functionality meets those needs, and recommend improvements based on research.
