[B] Scope of Service:

(1) Vendor needs to provide marketing and feasibility analysis services to evaluate the potential for a university research park to the government authority located in Texas.
- The market and feasibility analysis will include as assumptions 50-acre site adjacent to main campus and second location at the downtown campus or proximity,
- Strategic Assessment of Growth Opportunities:
- Assess industry-facing core research competencies and other research collaborators,
- Conduct a detailed assessment of the region is evolving advanced industry base,
- Identify likely industry innovation targets,
- Commercial Real Estate Market Assessment:
- Assess market trends in commercial real estate market,
- Identify comparable type real estate developments and pace of absorption in the region,
- Interview real estate brokers and developers to understand the current commercial real estate market trends and costs of construction,
- Evaluate range of construction for various types of development,
- Prepare Target Growth Opportunity Strategies:
- An overview of the rationale for each selected growth opportunity,
- An overview of the market opportunities, including a consideration of the timing of market opportunities and specific market and technology challenges,
- Specific place-based, facility, and development programming needed,
- Innovation Park key development advantages,
- Innovation Park key development challenges,
- Likely targeting of business development efforts, leveraging ongoing industry-facing university activities and areas of concentration nationally and internationally for the growth opportunity,
- Programming:
- The research and technology platform foci for the park and vehicles to industry clusters,
- The services offered park tenants,
- Advancement of new ventures development anchor such as incubator, accelerator, commercialization assistance and co-working space,
- The branding/marketing plan and program,
- Innovative and creative components including alliances, consortia and joint ventures,
- Other incentives,
- Organizational and Management Structures:
- Governance plan involving how best to engage key stakeholders,
- Development structures needed to ensure the financing to support the growth of the park, including state and local incentives,
- Operations and management approach,
- Financial Analysis & Strategic Plan:
- Market and Absorption Forecasts for Research Park Performance (Years 1-5, Years 6-10),
- The identification of financing options for infrastructure and facilities developed in the park,
- Operating and capital budgets and development schedules for the first and second 5 years of the project,
- The operating budget will also provide for programmatic services and activities developed as part of the program plan, including a potential business incubator and or proof of concept center, as well as other services and linkages with economic development incentives and programs,
- Development and financing of multi-tenant buildings,
- A strategy for involving private sector developers and investors in the operations and in support of the tenants of the park,
- Potential Economic Impact of the Innovation District:
- Regional input/output analysis system will measure the employment, personal income, and economic output effects.
(2) A Pre-Proposal conference will be held on August 11, 2020.
(3) All questions must be submitted no later than August 13, 2020.
