[B] Scope of Service:

Vendor needs to provide strategic planning and executive search services.
1. Strategic Planning
- Conducting a strengths, weaknesses, opportunities and threats (SWOT) analysis with the city council.
- Facilitate strategic planning sessions - number and frequency as needed.
a. Identify objectives (i.e. sticky wall brain storming);
b. Identify strategies;
c. Identify outcomes measurements;
d. Strategic issues decision matrix; and
e. Prepare final strategic plan (development of action steps would be phase ii and would be undertaken in conjunction with the new administrator).  
2. Executive Recruitment
- Act as the primary contact to the council and guide and advise them through the recruitment and selection process.
- Advise council on all phases of the recruitment, including recommendations as to who should be involved in and at what level of the process.  
- Interview council to obtain feedback for desired characteristics and qualifications of a city administrator. Also review with the council current and longer‐term work efforts and projects to ensure that candidates have the skill set needed to assist the city in moving these forward.    
- Subject to council concurrence, solicited input from city staff and community stakeholders on their perspective of the desired characters and qualifications of a city administrator.
- Based on the information obtained, prepare a draft recruitment profile for council consideration.   
- Conduct a comprehensive outreach and advertising campaign aimed at producing the highest quality city administrator candidates.
- Identify and contact referral sources and contact potential candidates.
- Conduct a preliminary screening of applicants preparing a short list of the number of qualified and skilled candidates as established by the council at the commencement of the process - submit that list to the common council with a written report of each candidate’s background noting strengths and weaknesses.
- Recommend and coordinate processes to more effectively evaluate the skills and leadership approach of the selected candidates. This should include the development of a series of evaluation tools or tests that will better allow additional insight into the talents and abilities of each candidate and recommend those evaluation tools to the common council for consideration and approval.
- Recommend final selection process and facilitate this process including council selection of finalists and final interviews.
- Conduct background checks on final candidates and coordinate a more comprehensive background investigation on finalist(s) in conjunction with an outside law enforcement agency to the extent this is requested by the council.
