[B] Scope of Service:
(1) Vendor needs to provide university newspaper digitization services of print versions and microfilm reels using scanning resolution at 150 and 300-400 DPI in OCR, XML, JPEG, TIFF, PDF file format
- newspaper digitization services of print versions and microfilm reels capture of descriptive metadata and optical character recognition (OCR), and who will develop METS/ALTO metadata in XML format
- to provide microfilm to digital content conversion and scanning service with output in a variety of file formats including JPEG, searchable PDF files, archival TIFF files, and separate OCR files,
- scanning microfilm to content conversion, including the creation of raw, uncompressed TIFs, derivative images, the creation of OCR files, the production of required metadata and successful validation of batches,
- structural metadata including titles, dates, and cataloging Control Numbers,
- technical metadata, including file format, targets, checksums, and devices for capturing digital files,
- JPEG200 output:
- JPEG200 image for each page image,
- Each JPEG200 will incorporate appropriate XMP metadata,
- The JPEG2000 will be 6 decomposition levels, and 25 quality levels,
- The JPEG200 compression will be 8:1,
- Searchable PDF for public use:
- PDF image with Hidden Text for each image page,
- Each searchable PDF file name corresponds to the page image if represents,
- The PDF files should incorporate appropriate XMP metadata,
- The page image will be grayscale, down sampled to 150dpi and encoded using a medium JPEG quality setting,
- The PDF will not contain any bookmarks, links, named destinations, comments, forms, Javascript actions, external cross reference, alternate images, embedded thumbnails, annotations, or private data,
- OCR creation:
- One OCR text file per page image. (Discrete files should be produced for each page, rather than for a multi-page issue or entire title),
- Each OCR text file name corresponds to the page image it represents,
- Text in UTF-8-character set,
- No graphic elements saved with the OCR text,
- OCR text ordered column-by-column (that is, in natural reading order),
- OCR text file with bounding-box coordinate data at the word level,
- OCR will conform to the ALTO XML schema, Version 2.0,
- All page images must be accompanied by an ALTO XML file containing recognized text,
- Validated Master digital page image format (uncompressed TIFF 6.0),
- Validated OCR text file with bounding-box coordinates (1 text file per page),
- Validated PDF image with Hidden Text (1 PDF per page),
- Validated derivative digital page image format (JPEG2000 .jp2 using specified compression),
- Validated metadata using METS.
(2) Approximately work volume will be 250,000 pages of the student newspaper
(3) All questions must be submitted no later than September 16, 2020.
