[B] Scope of Service:

Vendor needs to provide correspondence tracking software with workflow and tracking applications as a Software as a Service (SaaS) from a commercial provider of cloud computing services and software. The primary goal of this acquisition is to provide the solution and services necessary for EPA to transition its correspondence management system to the cloud which will result in improvements in efficiency, agility, innovation, and potential cost savings. The Office of the Administrator, Office of the Executive Secretariat believes that traditional outsourcing and system integration support is insufficiently adaptive and costly and should be replaced by commodity services with a SaaS cloud computing solution.
- The new correspondence management system will meet industry performance standards, offer the necessary redundancy and contingency features to meet EPA needs, and provide state-of-the-art technology enhancements to improve user experience and minimize service disruption.
- After evaluating the current CMS, the system administrators determined the issues and shortcomings based on technical knowledge of the system as well as user feedback. Some of the desired features shall:
• Provide a modern correspondence tracking system using agile software development methodologies.
• Reduce overall software development and operational costs.
• Sharply reduce the current system’s infrastructure footprint as the application will be cloud-based e.g. SaaS.
• Make software updates and upgrades seamless to the end-user community resulting in minimal down time.
• Leverage the latest features that integrate fully with Microsoft O365 and SharePoint.
• Work with existing software and systems in the EPA network environment in its current state as well as its future development.
• Give EPA users an intuitive user interface; improving users’ capabilities when creating, routing and processing correspondence.
• Provide a look and feel that is easily adopted that has a minimal learning curve.
• Have a user interface that can be customized to access to metrics immediately, e.g. the use of dashboards.
• Have an easier and faster method of uploading and retrieval of documents.
• Have multi-user collaboration on documents in real time that tracks changes while maintaining version integrity.
• Leverage the latest scanning and document capture capabilities
• Fully integrate with mobile devices, such as phones and tablets.
• Improve system stability coupled with strong IT security controls.
