[B] Scope of Service:

Vendor needs to provide interested law firms to submit written proposals to provide labor counsel services, under the supervision of the village attorney, the selected law firm will provide legal advice to the village manager and the board of trustees to the government authority located in Port Chester, NY.
- Attend meetings and closed sessions of the Village Board of Trustees, as needed.
- Provide advice to the Village Manager, Village Attorney, Police Chief and Fire Chief with regard to personnel matters and labor relations issues.
- Advise the Village in collective bargaining negotiations for all bargaining units.
- Represent the village in state and federal administrative proceedings, such as those before the Public Employment Relations Board (PERB) and Public Employee Safety and Health Bureau (PESH), the State Human Rights Commission, U.S. Equal Employment Opportunity Commission (EEOC).
- Represent the village in state and federal court proceedings related to personnel matters.
- Represent and advise the village in disciplinary matters and hearings governed under New York State Civil Service Law and the Westchester Police Act.
- Represent the Village in grievance arbitrations.
- Represent the Village in arbitration proceedings arising out of the determinations of the Police Chief related to police officer disability under General Municipal Law, Section 207-c.
- Represent and advise the Village in matters that go to impasse in collective bargaining negotiations, including mediation, fact-finding and continued negotiations for the non-police bargaining units and mediation and interest arbitration for the PBA.
- Consult, advise and interact with the village on human resources (HR) matters, including recruitment, workplace safety, workers compensation, employee relations, compensation planning, retirement eligibility, labor law compliance and training.
