Vendor needs to provide consulting services related to the local efficiency achievement program to the government authority located in Bridgeton, NJ.
- Organizational Structure (County and Municipalities).
- Staffing duties, responsibilities, and corresponding work schedules.
- Service work-flows, processes, and internal controls for the area of service being analyzed.
- Budgets (Past, present, and future projections); Revenue/Expenditure trends.
- Employee relation impacts as a result of shared service recommendations and consolidations (e.g., re-assignment, early retirement, lay-off, etc.).
- Implementation transition costs and proposed operating budgets, and how these impact taxes raised by the governmental entities.
- If fee revenues are collected, how fees should be distributed that are most economically efficient (e.g., would the lead agency providing the service retain 100% of revenues received).
- Capital asset and supply needs: additional equipment or space needed, estimated costs associated, debt issuance requirements or straight-funding, required up-front investment by sending entity, asset disposition, etc.
