[B] Scope of Service:

(1) Vendor needs to provide laboratory information management system whose primary focus is in the field of environmental testing services.
- ability to identify and quantify the presence of these contaminants through accurate and consistent analyses
- allow antivirus client that is current VITA deployed standard
- able to install Microsoft windows critical patches within 30 days of Microsoft release
- System should run on Windows based physical servers and VM
- system access by authorized users
- ability to create and maintain individual user specific security tables containing user ID and password information that is accessed only by administrator level security
- ability to restrict user passwords combinations of characters of a standard minimum length
- ability to automatically log off idle workstations after a predetermined period of time
- ability to enable a user automatically logged off to log back in and have the system reset to the same screen the user was on when the automatic log off occurred
- ability to prevent a user from being logged on to multiple workstations at the same time
- ability to create unique user rights based on functions and screen displays
- ability to control which users have the right to update specified data sets and track the data updated
- ability to include add/delete/edit/read only limits on user rights
- ability to access various screens through the use of menus and appropriate icons on various screens - System must use any revised or user-defined terminology on screen and in reports
- able to be configured by trained administrators to add/create user defined data fields, modify screen labels, configurable menus
- System should have a portal for customers to access sample records including but not limited to chain of custody, sample receipt, and sample result records remotely
- allow for configurable user based, role based, and team-based functionality
- System must import and export data using standard file formats
- Ability for the user to define and create supplemental data segments and specify usage by selected submitters
- Ability to record any specimen/sample problems that prevent testing to proceed
- Ability to create post script sample numbers for splits and aliquots of original samples
- ability to allow users to select the data to use from instrument analysis files
- System should allow user to assign analyses/analytes to scheduled and imported samples during login.
- allow for development of analysis quotes which can then be accepted and logged without additional data entry.
(2) An optional pre-proposal conference will be held on March 9, 2021.
(3) Contract period will be one year.
