Vendor needs to provide disparate impact analysis for a local preference policy to the government authority located in Redwood City, CA.
• Prepare a housing, economic, and demographic analysis demonstrating how residential displacement may be occurring in Redwood City and the greater county.
• Pay particular focus to any populations or subpopulations that may be disparately impacted including, but not limited households of color; households of socio-economic vulnerability; and households with special needs
• Contextualize how displacement in Redwood City compares to the overall displacement occurring within San Mateo County
• Provide an understanding of the City and County’s historical and current challenges with displacement
• Present a compelling, data driven analysis that can inform the development and adoption of a live/work preference to prevent further displacement including, but not limited to projecting the impact of a live/work preference on displacement trends
• Provide recommendations to address the study findings, including identification of residents/ households at risk for displacement for consideration as a target population to be served under live/work preference
• Document data and findings in a finalized written report.
