[A] Budget: Looking for Proposals

[B] Scope of Service:

(1) Vendor needs to provide alternative 911 response program to the government authority located in Evanston, IL.
- Staffing: This program will be staffed by clinically licensed professionals in mental/behavioral health, and community-based peer support staff. Peer support staff must bring lived experience of mental and behavioral health, substance use, and/or homelessness and deep community knowledge,
- This program will be staffed on each shift by a team of one clinically licensed professional and one peer support staff. As stand-alone responders, this team will respond to calls together at all times for safety and accountability. All staff will work together to provide outreach, follow-up and support
- Reporting: The response team will give a quarterly report to a staff person from the Health & Human Services department and a monthly report to the Alternative Emergency Response Subcommittee,
- The quarterly and monthly reports will consist of types of calls received and incidents reported, a description of the outcome (e.g., services provided at the scene, referrals offered, transport provided) and follow up services provided in the days after the crisis even,
- Crisis Response Team’s Responsibilities: The response team will be dispatched to calls received from 911, 311 and the police service desk to assist community members experiencing crisis,
- The team will also be expected to provide follow-up services to these individuals, as needed, as well as street outreach services to other community members in need,
- Based on its analysis of calls to 911, 311 and other city crisis service lines,
- Cultural Competency and Language: Given the growing number of nonEnglish speaking residents in the city; we require that at least one of the clinically licensed staff be fluent in Spanish,
- Training: The response team will participate in trainings around call responses
and radio communications,
- Community Education: The Alternative Emergency Response Subcommittee together with relevant agencies will undertake an education program to inform the broader community and City staff about the Alternative Emergency Response Team and the different services this program will be providing.
(2) All the questions must be submitted no later than May 27, 2021.
