[B] Scope of Service:

(1) Vendor needs to provide parking management system.
- mobile software must exchange vehicle timing records with other vehicle systems and enforcement handhelds in real time
- back-office component much have statistical reporting on alerts and ticketing activity
- Each ticket uses the same ticket range whether it is a normal parking ticket, voided ticket, or warning ticket
- user-defined drop-down lists with the exception of plate number, VIN number, meter number, and block number.
- Enforcement officer should be able to report a broken or damaged parking meter from a menu of functions on the ticketing screen
- Ability to request a void for an already issued and printed ticket from a list of issued ticket
- Ability to barcode the ticket number on the printed ticket
- Ability to record complete tow process including location from, location to, vehicle damage before and after, and respective tow fees
- system should have the ability to review citation either before or after the citations has been issued
- categorized to reduce the size of infraction drop downs
- The software should retain values for the next vehicle and for additional violations to the same vehicle
- mobile software component should allow the enforcement officer to select the timing period that is being enforced from a drop down list
- Software should use GPS coordinate to cross-reference GIS data to auto-populate location fields on the handheld screen, automatically with no user-intervention
- Mobile software component should allow enforcement officer to manually enter plates that are unreadable
- able to work with browsers other than Internet Explorer
- The system should provide data output that is readable, sortable, and in a searchable form
- pay-by-plate web office component must maintain on-going communication, which verifies connectivity with the pay-by-plat systems on an ongoing basis
- system should have a proven method of identifying enforcement officer input errors when the mobile device is used in handheld mode
- Images should be captured and stored directly on any ticket selected from a list of issued tickets.
- Ability to add or replace captured images to or from any previously issued ticket in the issued tickets list
- Software should support the ability to add non camera generated photos for issued citations, either during or after the citation issuance process.
(2) All questions must be submitted no later than May 17, 2021.
(3) Contract period will be three years.
