(1) Vendor needs to provide collaborative economic development financial methodology and tool.
- increase in land assessment value over the term of the investment horizon as a result of the partners’ investment
- Be repeatable and scalable
- Be based on real-world expenditures
- to create a financial tool that enables the partners to calculate at a high level the industrial proforma of potential focus areas and complete analyses to determine the overall feasibility of sites based on the projected return of investment
- tool must provide a mechanism for partners to determine the overall financial feasibility of potential focus areas and support the partners in decisions on entering into joint investment opportunities
- scalable tool will be applicable to all parts of the region, rural and urban, and allow partners to determine the best development sites across jurisdictions
- must allow partners to make decisions regarding site prioritization, plan with greater confidence regarding cost sharing and revenue sharing
- Using the understanding of municipal expenses and revenue sources, develop a tool to determine the return on investment for the development of focus areas.
(2) All questions must be submitted no later than May 26, 2022.
