[B] Scope of Service:

(1) Vendor needs to provide classification and compensation system.
• Ensure that positions performing similar work with essentially the same level of complexity, responsibility, knowledge, skills, and abilities are classified together
• Provide salaries commensurate with assigned duties
• Clearly outline promotional opportunities and provide recognizable compensation growth
• Provide justifiable pay differential between individual classes
• Review current agency benefit packages and employee contributions for benefits
• Maintain a competitive position with other local governments and private employers within the same geographic area
- Conduct a study of all job classifications, salaries, and the organizational hierarchy using comparable agencies. Comparable agencies can include both public and private employers; however, consultant must use at least five (5) similar local or regional entities.
- Ensure that all positions are properly classified as exempt or non-exempt.
- Determine how well the current classification and plan meets organizational objectives and identify strengths and weaknesses.
- If necessary, recommend a classification and compensation systems that meets all legal requirements and provides for compliance with all pertinent federal, state and local requirements, easily accommodates organizational change and growth, provide for new position to be incorporated into the compensation plan as well as regular adjustments to maintain competitiveness. The appraisal system should take into account the unique nature of certain functions and responsibilities which are characteristic of certain jobs and departments in local government. The classification system should be provided in an electronic medium.
- Recommend change or adjustments to job classifications and position descriptions based on duties being performed by incumbents.
- Review classification and compensation policies and make recommendations based on internal equity and external competitiveness. Any recommended changes to the compensation policies must meet all legal requirements, be non-discriminatory, and provide compliance with all federal, state, and local requirements.
- Propose an implementation strategy for the updated compensation structure, if applicable, and recommend innovative compensation programs that the agency could consider implementing if changes are recommended. Recommended changes to plan or policy must enable compensation decision making that is based on valid data and is consistent and defensible across the entire organization. Recommendations must also be flexible and responsive to changes in agency objectives or organization’s structure and are simple to understand and can be clearly communicated to the Assembly, employees, and the public in general.
- Consultant must also consider budgetary limitations and current economic climate.
- The consultant shall have an understanding of our current benefits and insurance offerings, which will need to be taken into consideration for salary recommendations.
- Consultant will be expected to meet with key agency personnel to discuss current condition and conduct interviews for additional information regarding job descriptions and job duties of employees with their departmental organizational structure. Meetings will be conducted via Zoom.
- The successful consultant may be required to make a presentation to staff and the agency assembly.
- The consultant will be required to furnish two (2) original final deliverables (study and recommendation report) to agency. The consultant shall also deliver one (1) electronic copy of the entire report (USB flash drive will be acceptable). The report shall be neat and professional in appearance and adequately bound for the size of the document.
- The consultant will conduct a comprehensive training program for Human Resources staff to ensure that the staff can explain and administer the new system (classification and compensation) in the future. The training program should be clearly spread out in the proposal.
(2) All questions must be submitted no later than June 3, 2022.
(3) A pre-proposal conference will be held on May 19, 2022.
