[B] Scope of Service:

(1) Vendor needs to provide digital student safety solution.
- Full monitoring of all agency student Google Workspace accounts in Gmail and Google Drive.
- The solution must use the Google Workspace API.
- Pre-established algorithms that filter for words, phrases, or images that are a violation of agency policy and present a threat to the community.
- Items flagged by algorithms are reviewed by human analysts prior to making notifications. The solution must support natural language processing of multiple languages. Agency has over 35,000 Multilingual Language Learners (MLL). The most common MLL native languages listed in descending order are Spanish, Arabic, Amharic, Vietnamese, Somali, French, Nepali, Tigrigna, Mandarin, and Russian.
- The solution should identify and alert on threats involving cyberbullying, self-harm, radicalization, and violence.
- Ability to categorize information by priority level. Distinguishing minor violations from imminent danger.
- Ability to have multiple reporting procedures based upon severity of the content flagged:
a. Student notification
b. Teacher notification
c. Building leader
d. Student safety specialist
e. Dispatch or law enforcement
- Ability to make immediate notification 24/7 to agency of any content that presents an imminent safety risk to a student, individual or community.
- Ability to provide detailed reporting on metrics established and requested by agency.
- Ability to provide context for flagged content, conversation thread.
- Ability to block questionable email content before it is delivered to students’ email.
- Vendors must describe the mechanism that operator and administrator user authentication is provided for, including any integration capability with multifactor authentication.
- Ability to customize the notification process for some content. Assign escalation process to meet district priorities.
- Training for agency Team on product operation, reporting, and best practices. To include an account manager available to answer questions and make adjustments during business hours.
- The solution should provide children's internet protection act of 2001 (CIPA) compliant filtering of web pages, chat, and applications.
- The solution must filter Google Chromebooks, Apple iPads, Microsoft Windows, and Apple MacOS regardless of location.
- The solution must be able to support varying levels of filtering based upon the user’s identity and security group membership for Google Workspace groups and Active Directory security groups.
- The solution must be able to identify and block many applications including social networking platforms, games, streaming media services, virtual private networks (VPN), and proxy or filter avoidance.
- The solution must be able to enforce search engine “Safe Search” settings for the major search engine providers.
- The solution must be able to enforce YouTube restricted mode.
- The solution must log the user’s Internet history for a period no less than 30 days.
- The solution must provide reporting of the user’s top visited categories, time spent online, and policy violations.
- Full monitoring of all agency student Microsoft Azure accounts in 365 One Drive.
- The solution must provide the capability for a classroom leader to restrict computer access or blank the display of classroom devices to shift students’ attention to classroom leader when needed.
- The solution must provide the capability to remotely monitor the display of one or more classroom devices to the classroom leader for review.
- The solution must provide the capability for the classroom leader to broadcast the screen of a classroom device to the other classroom devices for presentation.
- The solution must provide polling and quizzing features.
- The solution must provide a raise hand feature to allow the student to request assistance.
- The solution must include capability to monitor and alert on the battery status of classroom devices.
- The solution must include a launch feature to allow the classroom leader to start an application or web site to all students at once.
(2) All questions must be submitted no later than May 20, 2022.
(3) Contract term will be three years.
