[*] Scope of Service:

(1) Vendor needs to provide law enforcement records management system (RMS).
- RMS shall allow the User to enter and submit data, forms, and information as needed, locally offline, with the data being transmitted or stored when a secure, strong connection has been re-established. This must be handled in the background and not require user intervention to “reconnect,” etc.
- Single entry (no duplicate data entry) and the capacity to copy or paste or otherwise quickly move data input in one space to another space within the RMS
▪ Provide the user with the ability to reuse and import data returned from external sources to eliminate redundant data entry.
o Provide the capability to electronically forward RMS data to external recipients, either automatically or upon the user’s request.
▪ Automatic submission of data to external recipients as defined by the Division; including but not limited to:
• Incident-based reporting
o Ability to enter and query narrative or text fields
▪ Spell check and formatting capability of narratives or text fields.
o Ability for users to create their own ad hoc reports based on custom queries.
o Ability to incorporate disparate databases or data sources into a single database and ability to query several databases with a single query or search criterion.
o Provide capabilities for users to generate inquiries to internal and external data sources from within or across modules.
o Validation on data entry (i.e., logical edits, edit checks for all fields, mandatory or advisory validation)
o Provide the capability for automated and manual backups of data input into the RMS on a previously agreed upon schedule, able to be accessed or maintained as needed by designated division support staff.
▪ Provide similar restorative functionality and capability as it relates to the above-mentioned data backups, able to be started and completed with support of designated division support staff.
o Unlimited or sufficient cloud storage for all RMS forms, submissions, attachments, etc. for the duration of the contract period.
▪ Capacity and process to expand storage as requested by division support staff.
o Ability for designated division staff to control administrative access and security controls for all systems, modules, and related data or data sources.
(2) All questions must be submitted no later than June 10, 2022.
(3) Contract term will be four years.
