[*] Scope of Service:

(1) Vendor needs to provide third party broker for employee voluntary benefits including but not be limited to: proposing and delivering appropriate insurance coverage products listed herein, act as liaison and advocate for county and employees with insurance companies and representative companies or vendors, marketing, placement, and conducting employee information or open enrollment meetings for services as required, coordinating with other district benefits service providers and auditing billings and assisting in resolution of pricing issues or service disputes to the government authority located in Christiansburg, VA.
- Provide a draft plan document for a single unified plan which encompasses all providers and advise the county on various options to include or exclude in plan and how the options affect the county employees.
- Provide forms or review or finalize county draft of forms for vendor agreement, plan document, employee salary reduction agreement, information letter to employees explaining the changes and benefits and any other documents required.
- Conduct several employee information or enrollment meeting in each summer (July/August) and/or provide electronic training or other means of informing employees of benefits.
- Receive employee contributions from county, track and distribute contributions, monitor deferral and eligibility limits, and communicate with providers on an on-going basis as required.
- Continue the following services in subsequent years:
1. Advise on plan updates and amendments as regulatory changes occur.
2. Provide a reasonable level of assistance in the event of an IRS audit
3. Contribution processing and disbursement
4. Possible conduct an annual employee information session and on-going communications for
employees, including participants and non-participants
- Be independent or a minimum plan-neutral to the satisfaction of the county to insure impartial plan setup and plan services. The county will make the final determination of the degree of independence desired.
- Be an established entity with demonstrated experience, sufficient qualifications and staffing.
- Have experience working with state localities.
- Have sufficient staff to provide services.
(2) All questions must be submitted no later than May 25, 2022.
(3) Contract term will be two years.
