[B] Scope of Service:

(1) Vendor needs to provide turnkey invoice transaction processing solution.
- Perform manual image review of image transactions that do not meet optical character recognition performance standards.
- Creation and management of accounts and of an invoicing process to recover amounts owed, including fines and the costs associated with processing of multiple invoices to collect amounts owed.
- Processing of amounts paid.
- Follow-up and collections on outstanding amounts owed and money transfers to the city.
- Management of vehicle registration withholding (VRW) program for eligible accounts in delinquent collections status.
- Customer service, including an interactive voice response (IVR) phone system and website.
- Adherence to auditing, reporting, and applicable legal requirements.
- The processing of text files and images received.
- Establishment of accounts, as well as invoicing, payments processing and collections processes and procedures.
- Customer interface functions, including both the website and IVR telephone system (with Spanish as an option)
- Auditing and reporting functions.
- Tracking of requirements and business rules change requests.
(2) All questions must be submitted no later than May 25, 2022.
(3) A pre-proposal conference will be held on May 19, 2022.
(4) Contract term will be six years.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
