[B] Scope of Service:

(1) Vendor needs to provide comprehensive plan update services to the government authority located in Olivette, MO.
- Provide vision, goals, objectives, and policies to guide the city’s elected officials, property owners, developers, staff, and residents on the appropriate growth and redevelopment for the city.
- To engage the community in a participatory process to form a consensus for the foundation for the community's 20-year vision for development, redevelopment, and community.
- The plan will address the city's existing conditions and policies and layout a framework for our future vision.
- Make equity an organizing principle for the plan.
- Include a detailed demographic analysis that identifies socially vulnerable populations, such as individuals with unique needs-elderly, disabilities, limited English, transportation issues, etc.
- Identify neighborhoods where there are concentrations of socially vulnerable people.
- Make sure the community’s full range of diversity is represented in the planning process.
- Include housing goals and objectives that provide for housing for all ages and income levels.
- Engage in meaningful and relevant dialogue – The community should feel that the dialogue has been meaningful and relevant to their interests and daily lives.
- Prioritize inclusive representation – The perspectives and participation of a broad range of community members should be equitably represented in the process and resulting plan.
- Provide access to information and opportunities – The public should have the information they need to participate in ways that are appropriate to their experiences and lifestyles.
- Outreach techniques should consider traditional methods and unique and creative.
 Traditional Methods should include:
- Community workshops.
- Focus groups/listening sessions.
- Project website.
- Social media.
(2) All questions must be submitted no later than June 1, 2022.
