[B] Scope of Service:

(1) Vendor needs to provide digital inclusion strategy and planning consultant services.
- Identify assessment criteria and level of detail with key stakeholders.
- Analyze emerging technology trends and applicability.
- Short-term: Provide a prioritized list of projects that can provide immediate impact on the availability and/or affordability of broadband for underserved or unserved.
- Long-term: Provide a prioritized list of longer-term projects that effectively address coverage and affordability components of the digital divide.
- Assess institutional and stakeholder landscape.
- Assess non-public city assets such as schools and libraries.
- Support assessment of digital inclusion current state including an inventory of local digital inclusion resources.
- Participate in select working group sessions and community outreach sessions to identify needs, barriers, and opportunities.
- Support synthesis of working groups and community outreach in the formulation of vision, goals, and strategies.
- Develop a high-level roadmap of digital inclusion strategies and prioritization with emphasis on building engagement and developing resource availability in schools, libraries and non-profits organizations.
(2) All questions must be submitted no later than May 23, 2022.
