[B] Scope of Service:
(1) Vendor needs to provide web-based, public-facing, vendor-hosted Commercial-Off-The-Shelf preparedness and response system to track patient identity, location, and status during mass casualty incidents and similar disaster situations.
- support the registration and credentialing of volunteer health professionals
- ability to gather, evaluate, and organize pertinent public health incident data and then coordinate and disseminate the resulting information products across a shared platform accessible to partners within the healthcare system, state and local emergency management, the federal government, and the private sector
- system must have a user acceptance testing (UAT) feature so that all modifications related to functionality can be tested and accepted prior to launching
- system components hosting the application must be redundant/clustered with redundant SAN connectivity and data replication
- Hosting shall include responsibility for maintenance of all hardware, software, network connections, back-ups, system and software patches, hardware refreshes
- able to download any or all data to which they have been granted access into a spreadsheet, database, and/or statistical software on the user’s local computer
- capability to transmit information to other entities (e.g., local jurisdictions, other state agencies, other states, the federal government, selected public and private sector partners) in specifically defined circumstances
- system must be scalable and capable of expanding to meet the future needs of the State
- system must have exception handling in software for data entry error checking for required fields or input validation to preemptively filter exceptional cases
- system must utilize a graphical user interface (GUI) design paradigms appropriate to web-based applications
- system must be mobile-enabled. Any mobile enabled website, application or page must allow for the navigation and content to be organized such that it fits the browser window for the device used
- ability to track successful and failed synchronizations or real-time data input including user, status, time started, time completed, number of records. In the event of failure, the Offeror must have a detailed process for ensuring data is not lost
- ability to import and export data in either Excel or CSV format
- able to create and subsequently modify their user profile and change their password
- Ability to provide different system rights to different organizations as a system coordinator
- system must be able to provide a secured, encrypted method for sending confidential and medical information regarding incidents and complaints to external partners
- ability to tailor message information for each modality
- patient tracking module must be able to modify patient/incident records individually or via a batch process when the same modification needs to be duplicated across multiple patients.
(2) All questions must be submitted no later than May 23, 2022.
