[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide worker and employer education, outreach, and advice line services to the government authority located in San Diego, CA.
- To develop and implement a successful culturally competent, community-based support program encouraging workers to bring labor law complaints to the County or the State.
- Contractor shall provide the community with a proactive, targeted program of worker and employer education and outreach with the following goals:
- Increase knowledge of rights and obligations regarding labor standards applicable to workers and employers
- Preventing wage theft
- Enforcing workers’ rights by addressing workers and employers lack of knowledge of labor laws
- Assist workers in filing labor standards violation complaints with the appropriate entity
- Decreasing fears of retaliation for reporting violations
- Contractor shall provide outreach and advice line services are to be available to the public in the following languages: English, Spanish, Somali, Vietnamese, Tagalog, Arabic, Chinese (Mandarin), Korean, Persian (Farsi and Dari).
- Contractor shall incorporate education and outreach services throughout the entire county area, focusing on all county districts, using data-based decision making to identify the targeted outreach needs of those workers at risk of wage theft.
- Contractor shall incorporate education and outreach services for small businesses throughout the county area who are at risk for lack of knowledge or misunderstanding of labor standards.
- Contractor may include education and outreach services to other communities in the County that would benefit from targeted community-based assistance.
- The contractor shall make available an advice line for businesses in county to ask questions and provide answers about labor law compliance.
- Advice line must be available during regular business hours (Monday-Friday 8:00 a.m. - 5:00 p.m., local time), excluding county observed holidays.
- Contractor shall contact those inquiring for services within 24 hours after receiving an inquiry.
(2) All the questions must be submitted no later than May 24, 2022
