- Provide state-wide health benefits counseling, coordination, and support for children and youth with special health care needs, and their families to reduce and eliminate obstacles
- Design, create, and provide community and professional education and trainings (i.e., benefit rule changes, updates, and requirements) related initiatives  
- Prioritize equity and actively incorporate community and family voice into program planning and services related to health benefits counseling
- Provide active advocacy for families to help ensure complete access to health benefits for which they meet eligibility
