[A] Budget: Looking for Proposals

[B] Scope of Service:

(1) Vendor needs to provide diversity, equity and inclusion (DEI) consulting services for employees to the government authority located in Tacoma, WA.
- This program would include policy development, employee training modules, conducting initial employee training, and providing the agency with a framework to carry forward this work independently.
1. DEI Workgroup Training
- Providing initial DEI awareness and training to the DEI workgroup as well as planning, managing and facilitating the workgroup’s meetings.
2. Assessment
- In conjunction with designated staff, evaluate the culture to assess employee and management abilities in the areas of DEI. Evaluate opportunities and challenges using this assessment and use it as the basis to develop program and training recommendations.
3. Data Analysis
- Provide aid in reviewing and interpreting through a DEI lens available demographic data for the agency in relation to our workforce, the communities and businesses we serve.
4. Policy Review
- Review existing agency-wide and departmental-specific policies and procedures with a DEI lens and make recommendations for updates or creation of new ones.
5. Recommendations
- Develop specific recommendations for a comprehensive DEI employee training program for the agency, which we expect to include components of in-person and online training for all staff and community outreach and engagement.
6. Integration
- Provide recommendations and suggestions on ways to integrate and expand the program into one that is outward facing and addressing the DEI needs of our patrons, community partners and the diverse populations we serve. Aim to build stakeholder and community engagement processes into the work and ensure that each of our steps and actions include an element of capacity building.
7. Implementation
- Assisting in the design and implementation of comprehensive strategies, and a workplan to inform how we can best approach DEI throughout the organization, ultimately leading to the development of a DEI Plan, including policies and procedures.
8. Training
- Assisting in the development and implementation of organization-wide DEI awareness and training that specifically addresses systemic racism, implicit bias, micro-aggressions, and cultural awareness and inclusion.
9. Evaluation
- Provide recommendations and implementation of methods to evaluate program success, including post-training cultural survey and final report on the project. Include recommendations on steps needed to ensure the program is a part of the agency culture for the long term.
(2) All questions must be submitted no later than July 15, 2022.
(3) Contract term will be three years.
