(1) Vendor needs to provide utility management system.
- High-level project plan and schedule that includes requirements for both vendor resource roles
- Refined business requirements including gap analysis between current processes and vendor out of the box workflows
- future state solution design that aligns with architecture, data, cybersecurity, and integration standards with a preference towards a SaaS based solution model;
- Data migration strategy and plan from the existing system to the vendor system;
- High-level quality assurance plan that includes end-to-end workflow testing as well as data quality testing;
- Change management and training plan for employees and customers;
- High-level implementation and go-live plan; and
- Post-production hypercare support plan.
- Utilities Customer Account Management;
- Utilities Billing and Invoicing;
- Financial Management;
- Meter Inventory Management;
- Utility Meter Reading Management; and
- Online Customer Self-Serve Portal
- High-level schedule and resource plan (include proposed use of implementation partner if applicable);
- Training and change management approach for staff and customers (include key elements);
- Support for business process redesign, standardization and optimization enabled by the new solution;
- Outline of the Proponent’s proposed integration capabilities;
- Migration of data from the current utilities management system; and
- Post implementation support during stabilization period.
(2) All questions must be submitted no later than February 10, 2023
