[*] Scope of Service:

Vendor needs to provide employee voluntary benefit markets to include group plans for vision, cancer, short term disability, critical care/illness/hospital/accident/sickness, long term care, pet insurance, and to review and include other plans available in the market area to the government authority located in Topeka, KS.
- The City currently offers the following voluntary benefit plans: Vision Insurance, Flexible Spending Accounts for Medical and Dependent Care Services, Health Savings Account for employees enrolled in the High Deductible Health Plan, Employee Assistance Program, 457 deferred compensation retirement savings program, cancer, accident, critical care, and short term disability insurance.
A. Offer insurance products by insurance companies licensed by the State Department of
Insurance to conduct business in the State of Kansas.
B. “Roll over” employees and their dependents that are currently covered into the new product
guaranteed issue with no waiting period requirement.
C. Guarantee issue with no waiting period new enrollees and their dependents that enroll in any of the new proposed products and coverages.
D. Guarantee issue new hire employees and their dependents provided they enroll by the deadline
established for coverage on the first of the month following their hire date.
E. Offer to employees who carry individual policies that will not be automatically rolled over an option to remain status quo on these particular policies or go with the product offered by the selected submitter. Once selected, the consultant will be given an opportunity to speak with these employees to discuss and compare the current coverage with the proposed product. No new business written on these individual polices.
F. Offer a plan to include online registration capability through a secure website.
G. Provide staff to conduct in person one-on-one enrollment meetings annually during open enrollment, generally scheduled during the month of October, and for new hires every other week.
