[*] Scope of Service:
(1) Vendor needs to provide enterprise business intelligence strategy and workforce business intelligence planning services.
- Proven skills, resources, and relevant experience to complete two assignments related to data management and business intelligence and analytics strategy.
- Executable BI Strategy to help the City to modernize its BI capability and optimally respond to the current and emerging needs.
- The strategy must be grounded in industry best/leading practices, aligned with the existing enterprise architecture principles and factor in city’s legislative and policy obligations. among other aspects it must articulate:
• Organizational BI goals, desired outcomes and strategic priorities;
• Recommended Optimal Future BI State addressing relevant people, process, technology, and governance aspects;
• Future State BI Service Delivery Model;
• Future State of BI Technology Architecture including definition of specific technologies’ roles;
• Prioritized recommendations of what the organization must change in short-, medium- and long term, and why changes are required to achieve the desired Future BI State.
- Develop an Implementation Roadmap clearly articulating recommended actions, initiatives, milestones and outcomes that must be delivered over a particular time horizon in order the City to achieve its BI vision.
- Develop an HR analytics and insights strategy and roadmap
- To help the City understand how to leverage data across different HR domains so that we can provide broad analysis and meaningful insights about our workforce and also how to most effectively provide HR Business Intelligence services, the Successful Supplier will:
1) Assess the People & Equity Division's current Workforce (HR) BI capabilities, including but not limited to: the data environment and architecture, data management, BI and visualization tools, as well as team knowledge, skills and experience.
2) Identify a desired future state grounded in industry best / leading practices that responds to the current and emerging needs of the People & Equity Division, client Divisions, and the City's Senior Leadership and considers the City's legislative and policy obligations
3) Develop a roadmap that includes a series of prioritized recommendations to help People & Equity to take actions to modernize / mature its HR analytics, insights and reporting capabilities.
- The HR Analytics & Insights strategy and roadmap should assist People & Equity to realize short and intermediate term benefits; this may include recommendations on ways that People & Equity can act as a proof of concept for recommended enterprise approaches, tools, etc.
- Develop an Enterprise BI Strategy for the City to successfully transform from the Current State to the Future State and reach the desired outcomes.
- Roadmap must include:
• A prioritized series of initiatives, including required processes and organizational development, that will drive the organization towards an agreed-upon BI vision and targeted Future State and ensure that the set strategy is successfully adopted.
• Articulation of milestones and outcomes delivered over a particular time horizon.
• Assessment of feasibility, cost and effort of the recommended initiatives.
• Recommended timelines and estimated durations of the recommended initiatives and activities.
- Complete a current state assessment of People & Equity's (P&E) workforce reporting and Business Intelligence (BI) programs and capabilities including:
1) The data environment, including but not limited to data architecture, data management, and data quality;
2) Data sources and integration capabilities;
3) BI and data tools, including visualization, data manipulation, data transformation;
4) Business Systems, Services & Insights Operational Model as well as team knowledge, skills and experience.
