[*] Scope of Service:

(1) Vendor needs to provide total compensation study service to the government authority located in Columbus, OH.
- A total compensation study to include pay, benefits, and a review of job classifications for a market study.  
- To conduct a comprehensive total compensation survey using comparable survey entities in the public and private sectors and other available market study information as applicable
- Conduct a comprehensive total compensation survey to include pay and benefits using comparable survey entities and other available market study information utilizing duties, responsibilities, minimum qualifications, education, knowledge, skills, and abilities, and experience based on the classification specifications from the Columbus Civil Service Commission.
- Identify appropriate comparison entities and other available market study information such as industry surveys to be used in the study.
- The compensation and benefits survey is to include benchmark and specific classifications from all city compensation plans with the exception of the Department of Public Health.  References to the Department of Public Health are included in the Organizational Structure & Background section for context.
- Recognizing that all jobs do not have comparable matches elsewhere, create a methodology for including such jobs in the study by recommending a course of action for each in terms of comparisons and future pricing.   
- Conduct a total compensation analysis to provide the city with an accurate assessment of how its compensation compares or contrasts with the selected comparison entities and other available market study information.
- The total compensation analysis includes the employer cost for benefits including but not limited to: base compensation, pay differentials, bonuses, incentives, pension plans, deferred compensation plans, leaves, such as vacation and sick, other paid time off, etc.
- Fully understand the city’s class plan and the relationship of jobs to their corresponding employee groups and to jobs in other employee groups and within and among departments.
- Review and recommend pay and benefits structures utilizing any and all job-pricing methods such as market pricing, point-factoring for the creation of a job-worth hierarchy, and job slotting as determined by the needs of the city, or a combination of these or other options.
- Develop external competitive and internal equitable compensation recommendations for each classification included in the study and any other recommendations of the overall compensation plans to maintain future market competitiveness and internal equities.
- Make recommendations on the current compensation and benefits structure and determine how the city’s compensation and benefits programs compare to the market and then use that information to develop a compensation and benefits package that supports city employees.
- Develop a new compensation philosophy as required
- Review current market-pricing methodology and recommend improvements as necessary, given the nature of public-sector jobs and availability of data.
- Recommend how often jobs should be reviewed and by what means.
- Recommend the procurement of industry salary surveys as necessary.
(2) All questions must be submitted no later than June 5, 2023.
