[*] Scope of Service:
Vendor needs to provide licensed real estate and asset management consultant services to the government authority located in New Jersey.
• Research, assess and analyze all County owned properties for use by the County and as to value.
• Research, assess and analyze all leased properties currently occupied by the County as to use and value.
• Develop a strategic plan and specific strategies for all County owned and leased properties including how information is collected, managed and utilized.
• Assist the County in negotiating leases, sales or purchases of real estate.
• Analyze offers from potential buyers/tenants/landlords and advise the County with respect to negotiations.
• Advise and counsel the County and its professionals with an overall plan for use related to the sale, acquisition and leasing of properties, as appropriate.
• Provide regular updates to County personnel on the status of the assessment and analysis of properties and leases by the County.
• Work with County personnel and professionals for consultation and advice to mutually optimize analysis and assessment of the plan for use, lease and sale of County properties.
• Serve as the liaison with County employees and vendors who will be involved in the design and implementation of Geospatial Analytics.
• Work with the County and Geospatial Analytics to design templates that efficiently create and maintain an inventory of the condition of assets in County properties.
• Coordinate with County personnel and professionals for consultation and advice to optimize the use of Geospatial Analytics software.
• Research and input data needed for the creation of Geospatial Analytics design templates.
• Coordinate with County departments and/or vendors to complete all data entry of inventory and County assets into Geospatial Analytics software program.
• Implement plan utilizing Geospatial Analytics software program to ensure data integrity to drive analytics for more effective decision making.
• Assist the County with property management services.
• Work with the County to negotiate sales or purchases of properties or negotiate (or renegotiate) leases with owners, buyers and prospects.
• Coordinate and compile additional information regarding properties including but not limited to surveys, deeds and environmental reports.
• Coordinate real estate transaction closings.
• Develop marketing strategies for the sale of designated County-owned properties.
• Develop marketing materials (electronic and/or hard copy) to advertise designated sites for sale or lease and distribute the materials to potential buyers via the appropriate form(s) of media.
• List the Property on appropriate real estate marketing websites with appropriate and accurate Property information.
• Provide progress updates and maintain timely telephone and e-mail contact with assigned County personnel staff on all aspects of the services being provided.
• Respond to and follow up with all inquiries of all potential purchasers regarding properties.
• Meet with, as appropriate, potential purchasers or sellers to provide appropriate answers to any questions and provide relevant information.
• Be readily available at meetings of the County to provide updates and questions related to properties.
• Handle all other customary activities and services associated with real estate transactions.
• Geospatial Software:
• Supervise Calendar/Outlook program link created for the County by Geospatial Analytics Real Estate Management to ensure reminders and follow-up items work hand in hand with Outlook system.
• Conduct all trainings for County employees for Geospatial software program. Training(s) will be both on site and in the field with County employees, as appropriate. Training(s) will include basic mobile and Web software survey use of the system, as well as new platforms and updates that arise to further streamline Geospatial systems with County needs.
• Supervise input of data into Geospatial surveys for quality control purposes.
• Review and analyze County’s implementation of the Geospatial Program and recommend amendments and adjustments to the Program.
• Act as a liaison between the County and the Geospatial Program vendor to ensure the Program is maximized to its full capacity.
• Coordinate and implement upgrades and fixes between the Program and the County.
