[*] Scope of Service:

(1) Vendor needs to provide independent financial advisory services to the government authority located in Maryland.
- On an ongoing basis, proactively provide policy guidance, and procedural advice to assist with the County’s financing programs, make recommendations on County policy and procedures to follow to minimize risk, maximize services to citizens, and ensure prudent fiscal management;
- Written reports and analyses as directed by the County including Policy Analyses and presentations to appointed, elected and other officials;
- Engagement planning and scheduling;
- Market Conditions and other research on interest rates and debt structures;
- Fiscal and Economic Impact analyses;
- Preliminary feasibility and financial analysis, Special Tax analysis and review of financing for potential capital projects;
- Participation in meetings and conference calls at the County’s direction;
- Research on financial questions as raised by the County;
- Facilitation of services such as investor relations, including providing publications, marketing plans, and reports at the direction of the County;
- Assistance to the County with public/private partnership feasibility studies and negotiations; and
- Other written drafts, reports, and analyses at the direction of the County
- Provide advice and input on the timing of County debt issues, especially regarding other major state and local debt issues that may coincide or compete with County sales
- Development of financing plans and preliminary planning delineating the purpose of the financing, its structure, and including recommendations on method of sale, ratings, bond sizing, and other related services;
- Develop or assist in development of presentations to the bond rating agencies;
- Collaborate with the County’s Bond Counsel on pre-sale, sale day and post-sale debt issuance activities and deliverables;
- Implementation of competitive financings, including providing inputs and assisting with the production of preliminary and final official statements, procurement of printing and verification agent services, publication, and distribution of sale documents
- Assist and advise the County in the review and analysis of federal and State legislation impacting the County's financing programs;
- Assist the County on special projects relating to debt issuance and financial matters;
- Assist the County on special projects related to fiscal and economic impact analyses, feasibility studies, and/or special tax structures; and
- Assist the County on other special projects as assigned by the County.
(2) An optional pre-proposal meeting will be held on June 14, 2023
(3) All the questions must be submitted no later than June 21, 2023.
