[*] Scope of Service:

(1) Vendor needs to provide bicycle and pedestrian connections study to the government authority located in Syracuse, NY.
- Public Involvement Plan: A Public Involvement Plan (PIP) will be created that documents the methods for involving stakeholders/the public in this planning process. This will include, at a minimum, formation of a Study Advisory Committee and outreach to the public to obtain feedback on potential bicycle/pedestrian improvements and connectivity between parks, trails, and neighborhoods
- Public Outreach: Two public meetings for this study are envisioned to solicit interest, engagement, and feedback on suggestions for improving bicycle and pedestrian connections and mobility between the three villages and their nearby trails and parks
- The consultant (or team) will document existing conditions in the study area based on available data sets, field measurements, and observations, including:
- Review of existing traffic count data
- Travel time and speed data available
- Typical lane and shoulder widths along the study corridors, including turning bays
- Roadway ownership and functional classification
- Curb cut locations as appropriate
- Location of existing pedestrian and bicycle facilities (sidewalks, crosswalks, curb ramps, pedestrian signals and push buttons, pedestrian lighting, bicycle racks, trail heads, etc.)
- Details related to known generators of pedestrian/bicycle activity
- Parking regulations and posted speed limits.
(2) All the questions must be submitted no later than June 15, 2023.
