[*] Scope of Service:

(1) Vendor needs to provide design guidelines services to the government authority located in Corona, CA.
• Evaluate the 2022 Vision Plan and Design Guidelines
- Consultant will review the 2022 Vision and Design Guidelines to understand the vision and goals “approved” by the community.
- The Consultant review supporting documents presented as part of the preparation of the 2022 Vision and Design Guidelines, such as PowerPoints, community surveys, studies and Council meeting videos/minutes.
• Outline of Specific Plan revisions to incorporate 2022 Vision and Design Guidelines
- The consultant shall provide an outline showing how the 2022 Vision and Design Guidelines are to be integrated into the existing Specific Plan.
- The outline is not a draft of proposed changes, but rather an analysis and inventory depicting the components of the Specific Plan that need to be revised.
• Engage key stakeholders
- The consultant shall meet with key stakeholder groups to elicit feedback regarding the details of the changes to the Specific Plan, as defined by the Task 2 outline. Notes of the meetings shall be transcribed by the applicant
- The consultant shall prepare a Summary Report of the Specific Plan changes discussed with stakeholders.
• Prepare draft amendments to the Specific Plan
o Design Guidelines
- Maintain a focus on historic preservation.
- Promote growth that is compatible with an historic small‐town atmosphere.
- Ensure authentic architecture.
- Promote a pedestrian scale, amenities, and circulation.
- Utilize graphics to communicate design criteria.
o Development regulations
- Include Form‐Based Codes where appropriate.
- Integrate public and private improvements to ensure seamless placemaking.
- Establish Objective Development Criteria.
o Right‐size development review using existing City processes.
o Integrate/blend work products of:
- Studio’s Vision and Design Guidelines.
o The new  Street Corridor Improvement Project integrates transit with downtown developments and improves bike and pedestrian connectivity between properties, transit stops and parking lots.
• Present Amended Specific Plan to the public
- The consultant shall present the Amended Specific Plan to stakeholder groups to ensure community concurrence.
- The consultant will provide supporting materials and attend City Council study session.
- The consultant shall participate and support city staff in public hearings of the Planning & Housing Commission and the City Council.
• Preparation of environmental documents
-The consultant shall prepare an initial study and negative declaration (IS/ND) to support the proposed revisions to the Specific Plan.
-The consultant shall prepare the notification and distribute to the Native American Tribes an invitation for consultation pursuant to AB 52 and SB 18.
(2) All questions must be submitted no later than September 28, 2023.
