[*] Scope of Service:
(1) Vendor needs to provide property management services to the government authority located in New Jersey.
- The management company shall prior to award of a contract develop a management plan that shall assure the physical, financial and social wellbeing of the Property, residents and staff.
1. Management
• Detailed description of management processes and procedures
• Personnel policy and staffing arrangements
• Customer service and training protocols
• Accounting records
• Compliance with HP I, II & III Procurement Policy/Procedures
• Compliance with HUD, NJHMFA policies and regulations
• Process for Management Plan updates
2. Insurance
• Successful Respondents must provide evidence of fidelity bond and insurance consistent with this RFP and contract requirements
3. Occupancy
• Procedures for achieving and maintaining occupancy
• Procedures for affordable housing requirements
• Rent collections
4. Resident Management Relations
5. Maintenance Program and Procedures
6. Marketing Plan
• Management Company shall evaluate effectiveness of current marketing programs and make written recommendations to HP I, II & III for changes or revisions to the marketing plan in an effort to improve occupancy.
7. Advertising and Promotion
• Management Company shall, at Authority’s sole discretion, advertise the Property and display signs thereon, subject to HP I, II & III’s prior right to approve of the content and location of affixing signs.
8. Vacant Units
• Vacant units shall be made market ready within fifteen (15) business days of being vacated
9. Certification/Recertification
• Management Company shall income qualify each tenant household by collecting income documentation and have that tenant sign a move-in certification
10. Leasing
• Management Company shall conduct all leasing activities in compliance with Equal Housing Opportunity and Fair Housing regulations.
11. Lease Enforcement
• Management Company will be responsible for enforcing all provisions of the lease, and taking appropriate action including but not limited to formal legal proceeding, from initiation through final disposition by the courts.
12. Rent Collection
(2) All questions must be submitted no later than November 29, 2023.
